「ベストくすり」：シンガポールのインターネット会社につながる日本の不正オンライン薬局
日本は、アメリカやヨーロッパと同様に、無規制処方箋医薬品を市場に提供する業者にとって、格好のターゲットとなっています。日本の医薬品市場はアメリカに続き、世界で二番目の規模です。数週間前、レジットスクリプトは、日本をターゲットとする不正オンラインインターネット薬局の中で最大規模であるbestkusuri.comを閉鎖しました。ベストくすりネットワークのウェブサイトは、 処方せんなしで処方せん薬を販売し、日本における未承認薬（日本政府により安全性や信頼性が管理されていない医療品）を販売し、また、有効な薬局許可証を持たずに運営しています。日本への処方せん薬の輸入は 一定の必要条件を満たした、かなり限られた範囲でのみでしか認められていませんが、ベストくすりのネットワーク中のウェブサイトはこの条件や他の安全条件を守っていません。従って、レジットスクリプトはベストくすりネットワークのウェブサイトを「不正」であり、日本の医薬品についての安全条件や、日本国民の健康や安全を守るための薬局基準に従っていないものと判断しました。 bestkusuri.comが閉鎖されたことにより、ベストくすりネットワークのウェブサイトは即座にbestkusuri.netにつながるようになりました。私たちはbestkusuri.netのウェブサイトも閉鎖しました。すると、ベストくすりネットワークはJoker.comと提携して、bestkenko.comとkusuriexpress.netとして登録しました。Joker.comは不正薬局をホストする悪名高いレジストラです。（詳しくは、どのように犯罪組織が「安全な」ドメイン名登録業者を見つけるのかというレポートをご参照ください。）ここでは、不正インターネット薬局の活動をかくまい続けるJoker.comに警告する事に加え、 ベストくすりのようなオンライン薬局が誰によって、どのように運営されているかを明らかにしようと思います。特に、ウェブサイト運営に携わるシンガポールを拠点にするOneNRGのMark RadfordやHeinz Marc Vargas、そして、同じようにシンガポールを拠点とするPageriseのCollin Xu of Pagerise（どちらの人物も薬剤師の資格を保持している様子や医療トレーニングを受けていないと思われます）、また、医薬品をインドから日本へ発送しているサプライヤーであるSavaGroup（サバグループ）に焦点を当てます。 OneNRG Pte Ltd.とは レジットスクリプトがbestkusuri.comと bestkusuri.netを閉鎖した後、 ベストくすりは２０１２年１０月３日に代わりのウェブサイトwebsitesbestkenko.com とkusurirexpress.net を登録しました。最初、kusuriexpress.net は、日本人にありがちで特定されにくい名前の「Yuko Tanaka」という名前で登録され、住所は 英領ヴァージン諸島となっていました。このような 国外住所を使用するというのは、不正インターネット薬局ネットワークによって利用される一般的な方法で、身元を隠し、海外に資金を移動させるために利用する手段です。次のように、ドメイン名を登録するために使われているメールアドレスは[email protected]で、 bestkusuri.netが使用していたのと同じ連絡先情報とメールアドレスですが、電話番号だけがシンガポールのものとなっています。 所有者：Yuko Tanaka 組織名：Bushido Enterprises LTD email: [email protected] 住所：PO Box 957 Offshore Incorporations Centre, Road Town Tortola … Continue reading
